Twice a week, our crew is out before the coffee's finished brewing, running lines off the boat somewhere in the Strait of Georgia. To anyone watching from shore, it probably looks like a normal day of fishing. It isn't, not quite. We're not out there to fill the hold — we're out there to fill a data sheet. Every sockeye that comes over the rail gets counted, measured, and logged before most of them go back over the side. This is test fishing, and for decades it's been one of the quiet, unglamorous jobs that keeps the entire Fraser River salmon fishery running.
Our part of it is the Fraser River troll fishery — hook and line, the same gear a lot of recreational anglers use, just fished with a purpose. We're one piece of a much bigger net (pun intended) of test fisheries that the Pacific Salmon Commission runs from the open ocean approaches all the way up into the lower Fraser: purse seines and gillnets working the northern route through Johnstone Strait, gillnets and reef nets on the southern route through Juan de Fuca, and gillnet fisheries like Whonnock, Cottonwood, and Albion working the river itself once the fish arrive. Different gear, different locations, same basic idea — go fish in the same spot, the same way, on a fixed schedule, year after year, and let the catch rate tell you something about the run.
Why Catching Fewer Fish Matters More Than Catching a Lot
Here's the part that surprised me most when I started doing this work: the actual number of sockeye we catch on a given day matters less than how that number compares to every other day we've fished that same spot with that same gear. That consistency is the whole point. If our catch per hour of trolling suddenly jumps, or falls off a cliff, it's telling the Commission's scientists something real about how many fish are moving through and when — long before those fish show up anywhere else.
That catch-per-unit-effort data, along with biological samples we take for stock identification, age, and sex, gets fed into models the Pacific Salmon Commission uses to estimate run size, migration timing, and even which specific stocks (Chilko, Quesnel, Late Shuswap, and so on) are moving through in what proportion. Combined with hydroacoustic counts of fish passing Mission, further upriver, it gives the Fraser River Panel — the body responsible for in-season management of Fraser sockeye and pink salmon — a real-time picture of the run as it's actually happening, not just what was forecast months earlier from the dock in spring.
That distinction matters more than people realize. Every pre-season forecast is an educated guess. This year's is a wide one: the Commission's 2026 forecast for total Fraser sockeye return sits around 7.7 million fish, but the realistic range runs anywhere from under 2 million to over 30 million. That's an enormous spread to manage a fishery around, and 2026 is a dominant cycle year for these stocks, which usually means bigger, more predictable returns — except this year the pattern is scrambled, with the Summer-run stocks expected to badly outnumber the Late-run group and the mix of contributing stocks looking different than usual. In a year like that, nobody wants openings and closures decided purely on a forecast made before a single fish left the ocean. Test fishing is what lets the Panel throw out the guesswork and manage to what's actually swimming past our boat that morning.
What It's Actually For
The Fraser River Panel meets twice a week through the season, and the first question on the table every time is the same one: is this run tracking to meet its escapement goal — enough spawners reaching the gravel to sustain the next generation — and if so, is there a harvestable surplus above that? Get the timing wrong and you either close a fishery that could safely have opened, costing commercial crews, recreational anglers, and coastal communities a day on the water they didn't need to lose, or you keep one open too long and put a spawning population at risk. Test fishing is the tool that keeps that call honest.
It also underpins something bigger than any single opening: the allocation of Fraser sockeye between Canadian and U.S. fisheries under the Pacific Salmon Treaty, and among commercial, recreational, and First Nations fisheries
within Canada, including the food, social, and ceremonial fisheries that predate all of us. None of that works fairly without a shared, trusted, in-season count that everyone at the table agrees is accurate. That's what our little troll boat, and the dozen or so other test fisheries scattered from the open Pacific to the gravel bars of the lower Fraser, are actually building, one logged fish at a time.
So the next time someone asks why we're out running gear twice a week and bringing most of it home for release instead of the freezer, that's the answer. It's not the most exciting fishing story we tell, but it might be the most important one — because it's part of what keeps there being a fishery, and a run, to fish at all.
